The Conservation Plan of Tel-Aviv (Ordinance No. 2650 b) is the most revolutionary plan authorized in Israel, and one of the most advanced and path breaking plans of its kind. The plan, authorized at the beginning of this year after about ten years of complex planning and authorization procedures, designates about 1000 buildings for preservation, 200 of them with strict planning limitations. The plans purpose is creating a framework to preserve the unique architectural heritage of international style houses (The Bauhaus) and the buildings reflecting the citys history. The plan creates a balance between economic incentives for preservation and the continuing development of the city centre, and between maintaining the historic urban fabric. This and more, the submission of the conservation plan acted as a lever to declaring Tel Aviv as a world heritage site, as it assures the future preservation of the White City.

    The uniqueness of the plan is in creating a new architectural language distinctive to Tel Aviv based on an analysis of the historic - architectural values of each building and defining a set of rules to expand the structures volume in accordance with time requirements. But, with sensitivity to matter, proportions, details and other unique components. Since the plans submission it has become a model for most authorities in Israel, which in most cases have just embarked the process. Yet the plans influence expands beyond the borders of Israel, as it is the most comprehensive in terms of preserving modern movement buildings of the 30s, all this based on the principle of a self sustained economic mechanism. The principle is of special interest amongst many local authorities mainly as their economic dependence on the central government can be a barrier to entrepreneurial activity.

    Since the submission of the plan, 7 years ago, the Municipality of Tel Aviv acts in compliance with the conservation plan. What we see springing is the development of a homogenous architectural collection, yet still strengthening the citys pluralistic spirit by supplying diverse architectural solutions that transform the street-space into a multi-periodic experience. An experience emphasizing time layers, in different styles ( eclectic, early modern and recent styles ) and different architectural approaches to building additions.
