Raghavaiah,Generalsecretary ,are enormous and Railwaymen themselvesare aware of the man services being rendered to eachand every category of employees.Sangh have been conducting PNM and otherformal meetings by and large regularly. Majority ofthe issues were settled through discussion.Sangh has played vital role before the successivePay Commission on the pay scales and allowances ofthe staff.The number of individual and collective problemssolved were innumerable and cannot be listed all theAchievement s were possible only due to the ardentfaith in leadership and struggle and sacrifices of theRank and File of the Organisation.Their tireless work, earned the appreciation ofone and all including administration.The membership and collections have increasedmanifolds.51Now SCRES entered into 40th year ofservices the SCRE Sangh will becelebrating its four Decade Services byholding Functions, seminars,Workshops,etc.., involving all sections of employees.With the established machinery combinedwith seasoned and experienced cadre, theSCRE Sangh wouldJOINT CONSULTATIVE MACHINERY (JCM)The Joint Consultative Machinery (JCM) came into beingduring October, 1968. The Machinery provided for the settingup of a National Council at the Centre and the DepartmentalCouncil in every department for the settlement of disputes,between the Central Government and its employees. In case ofdisagreement on (1) Pay & Allowances (2) Hours of work, and(3) Leave, the dispute was to go for compulsory arbitration 'tothe Tripartite Board of Arbitration which would be presidedover by a Supreme Court Judge or one who was eligible to beappointed as such. The NFIR had a special reason to be satisfiedat this development, for its persistent efforts to bring aboutmachinery through the negotiations with the CentralGovernment authorities, had at last succeeded. The NFIRinsisted that the employees should have the right to disagreewith the employer and upon disagreement the matter shouldcompulsorily be referred to arbitration, whose decision mustbe taken as binding. To the NFIR, machinery meant more thanmeans for settlement of disputes.Believing in the efficiancy of collective bargaining, the NFIRhas extended full co-operation in the working of the PermanentNegotiating Machinery and the Joint Consultative Machineryfor Railwaymens' benefit. Till date 92 meetings under the PNMRules and 54 meetings under the Departmental Council (JCMRules) have been held in which more than 4502 subjects werediscussed at the Railway Board level. Besides, many specialmeetings were held on several occassions to discuss specialproblems of different categories of staff.BOARD OF ARBITRATIONIn the early 70s, important awards were secured from the Boardof Arbitration (JCM) at the instance of the NFIR on the issuesviz., Grant of Semi-Skilled Grade to all Gangmen, Grant ofTransfer Allowance to all Class III and Class IV employees,Grant of Special pay of Rs. 150/- per month to Loco ForemanGrade Rs. 450-575 (AS), Revision of the scale of pay of StockVerifiers, Grant of Scale Rs. 260-350 to Fireman Grade 'B',Grant of Scale to Shunters 'B' identical to that of Shunters 'A',Revision of Pay Scales of the Message Checkers, merging ofthe Junior & Senior Accountants in a single scale, Grant of 12days Casual Leave to Workshop Staff; Revision of the Scalesof Pay of Daftries, Assistant Commercial Inspectors andProgress Chasers.
