The document proposes a list of UMTS network level KPIs that should be measured and used to evaluate radio network performance from coverage, accessibility, retainablity, mobility, quality and traffic. And the KPI definition shall be updated according to the requirement from customers.</p> <p>2</p> <p>KPI definition templateThe template used to describer the KPI is listed as follows: KPI name (Clause header) This is a descriptive name of the KPI that is specified. Description This sub clause contains an explanation of the KPI. Measurement Scope This sub clause specifies the KPI work scope. If the scope is RNC, it means that the KPI value shows the</p> <p>performance on the RAN and the related counters can be gotten from RNC statistic directly. If the scope is Cell, it means that KPI value only shows the performance in a cell and the involved counters can be gotten from cell statistic. Formula This sub clause contains a formula used to calculate the KPI. Generally the formula consists of several counters which shall be explained in other sub clause. Associated Counters This sub clause contains counters that used in the formula. It also contains the description of the counters. Annex A provides the counter list. Class This property is labeled at the KPI name. Class A means the KPI is a basic one, and must be monitored in M2000. Class B means the KPI is a additional one, it is useful for optimization, and is a optional KPI monitored in M2000.</p> <p>3</p> <p>KPI classificationThe KPI can be divided into following classes, and the counters related to the KPI shall be well defined in</p> <p>the PM system of RNC.
